This is where error handling and reconciliation workflows are triggered and tracked.

For example a server that is down should be restarted, if that doesn't work rebuilt

Both of the actions that it takes are provisioning actions, so we will track that there too obviously, but the actual event that triggered it and the reconciliation efforts will be tracked in the watchdog section
